PH Gov’t Just Declared War on Deepfakes and the Numbers Are Terrifying

The Philippine government formalized a crackdown on deepfakes and AI-powered identity fraud after alarming data revealed just how bad the problem has gotten. The Department of Justice, the Presidential Communications Office, and the Department of Information and Communications Technology signed a memorandum of agreement to run a coordinated, whole-of-government campaign against disinformation and digitally manipulated media.

Global threat intelligence recorded a staggering 2,665 percent surge in virtual-camera attacks last year. This is a technique where fraudsters use fake digital cameras to feed manipulated video into identity verification systems.

Face-swap attempts rose 300 percent and only 1 in 1,000 consumers can reliably spot a deepfake. Nakakatakot.

The framework splits responsibilities clearly:

  • PCO leads public awareness and communications

  • DOJ handles legal enforcement and prosecution

  • DICT provides the tech backbone, cybersecurity tools, and reporting systems for citizens

The MOA specifically addresses the gap between criminal disinformation and protected speech. Sinabi ng DOJ Secretary na may line pa rin between what can be prosecuted and what's constitutionally allowed, which means implementation will be complicated.

A threat intelligence group has documented organized operations specifically targeting Asia-Pacific banks and payment platforms, using face-swap technology to bypass verification systems. UnionDigital Bank in the Philippines has already been flagged as part of the threat landscape.

The crackdown is a welcome signal. But a memorandum of agreement is still just a piece of paper. The real test is execution: Will the DICT's monitoring tools actually work at scale? Will the DOJ prosecute cases fast enough to deter bad actors? Will ordinary Filipinos even know how to report fake content?

Gov’t Wants to Train Every Civil Servant on AI

The Development Academy of the Philippines launched the National Capability-Building Program on Artificial Intelligence, a nationwide training initiative for government workers at all levels. It follows a structured learning path starting with AI 101, a foundational course for civil servants with zero background in the technology. An online orientation for HR representatives of government agencies is already set for April 24.

DAP frames this not as a technology program but as a people program. Government workers are the frontline of public service delivery. The headline deliverable: a 4,000-acre industrial hub to be built in New Clark City, inside the Luzon Economic Corridor. The facility is envisioned as a manufacturing and staging platform for allied supply chains, covering critical minerals, semiconductors, and electronics.

So ano pake natin? Simple lang. It's a signal that the Philippines is positioning itself as a trusted node in the global tech supply chain, especially now that the US is aggressively decoupling from China-linked manufacturers.

For Filipinos, the implications are long-range but significant:

  • New Clark City could anchor thousands of high-skilled manufacturing jobs in Central Luzon

  • The Philippines gains leverage in the US-China tech rivalry as a strategic partner

  • Semiconductor and electronics expertise could flow into the local workforce over time

The catch? Details are still thin. The BCDA chairman confirmed they're still assessing whether contiguous land is even available.

Anthropic Released a Safer Model But the Dangerous One Is Yet To Come Out

Anthropic released Claude Opus 4.7, its most capable generally available AI model to date. It outperforms its predecessor across software engineering, instruction-following, and real-world task completion. Available across Anthropic's products, its API, and through Microsoft, Google, and Amazon.

But the bigger story is what surrounds it.

Earlier this month, Anthropic released Claude Mythos Preview, a model so capable at hacking and cybersecurity tasks that access was limited to a handful of companies through a program called Project Glasswing.

Kaya raw ng Claude Mythos na hanapin ‘yung mga vulnerabilities o mga kahinaan ng decades-old code and autonomously figure out how to exploit them. In other words, mas kayang paigtingin ang security pero mas kaya ring gamitin ito para mag-hack ng mga systems at software. Double-edged sword kumbaga.

Following the release, Anthropic CEO Dario Amodei met with the US Treasury Secretary and White House Chief of Staff in what officials described as a "productive and constructive" conversation.

That meeting says a lot. Two months ago, the Trump administration publicly labeled Anthropic a "radical left, woke company" and ordered agencies to cut ties. Now they're talking. Bakit? Because Mythos is apparently too strategically important for even a hostile government to ignore.

This kind of hesitation says a lot about Anthropic as an AI company. Ang branding nila is ethics and transparency. Kaya nga ‘di ba nagka-issue sila with the White House? Kaya ngayon lumalabas na mas ethical choice ang Claude dahil hindi sila nagpapatinag sa US government at sa pera na pwede nilang makuha kung ilalabas ang Mythos agad-agad.

  • Google rolled out a new Chrome feature called Skills, allowing users to save and reuse Gemini AI prompts across any webpage with a single click or slash command.

  • ING Philippines outlined its responsible AI strategy at the 2026 Asian Banking & Finance Summit in Manila, emphasizing selective implementation, strict data privacy safeguards, and sustainability-conscious computing.
